I've looked at he meeter in Kenosha and it shows nice wind all day , Kegs shows no wind or very unstable.
Kenosha anemometer is located 20m above the site
Kegs anemometer is only 9m above the site

OBSERVATIONS FROM SITES WITH ANEMOMETERS WELL ABOVE THE STANDARD 10M HEIGHT...INCLUDING THOSE FROM LARGER COMMERCIAL BOATS ON THE LAKE...WILL SEE SOME STRONGER WINDS
ESPECIALLY TOWARD THE UPWIND SHORES AS STRONG MIXING OVER LAND REACHES A SHORT DISTANCE OUT OVER THE WATER BEFORE HIGHLY LAMINAR FLOW DOMINATES.
So just get 30m lines, fly you kite high and you may be Ok
