Kitesurfing or snowkiting...if the wind's blowin'...where you goin?

On the "where to ride page" is lists acceptable wind directions for Waukegan as NNE, E, SSE, SSW. Can this be interpreted as any direction from NNE to SSW, including S?
Just trying to understand the convention, thanks for your help.

Yeah that's right. S is really good and the limit is when it's a tad West, but not too much. If it's too north you can head up north about 10 minutes to Zion and that work well on straight north winds
