I would rather go to Muskegon, MI. Plenty of options nearby for kiting including little sable point when wind is blowing from South. Overall, much better chance of wind.
Cheaper accommodations too. But that's me.

Anderson has a good point, but you could score anywhere depending on how mobile you want to be. I've got a few ideas for you...on both sides of the lake. I'm a Michigan rider, but lived in the Chicago area for many years and was based there for 3-4 years after starting to kite. Send me a PM with tel number/email and I'll try to give you a call.
