Can someone explain all that is required to become "certified" in order to kiteboard at Montrose Harbor?
Is there anyone in Chicago that can provide this service, and where would the "lessons" take place?
Time, distance, money questions.

Meta, you need to be able to ride upwind, jibe without falling, and exhibit good kite control and safety to get certified. Any instructor can supply the PASA or IKO card you need once you have "checked out". This can be an instructor here locally, or in another state, or country. If you have been trained before and your instructor remembers you, you can simply request the certification from them.

Are you an instructor? Can you lead me to a good one?
Where would the lessons take place? Probably not Montrose=right?
How long does it take to develop all those skills? Days, weeks, months?
We are sailors/windsurfers/skiers/snowboarders so we hope it won't take too long? Any thoughts?

I used to train people, but not anymore. You can use the "search" function to find everthing you need.

That will help, and its a fucntion of rider skill really (different for everyone). SOme people learn fast, others not so fast. Learn the kite first. That will help you immensely:
