Is there any place that might be good for semi-beginner lessons in Mid-September? I'm riding a bit but looking to finally get my IKO cert. Ideally, I would like to go to SPI/Hatteras but it seems like maybe not the best time for those locations due to hurricane season.

Hatteras. You'll be able to get your cerification at REAL, probably at other spots, too. I like using Kitty Hawk Kites grassy area to launch, land, use their pumps. $5/day.
Like many people here I've been many Sept & October. Hurricanes are not all that frequent and you'll know to evacuate if there's a real threat.
