I believe this was originally Shane Dorians(big wave surfer) idea,he asked Billabong to develop something for moments of "maximum shit hit the fan",he came up with idea and rest was history.As with everything new there were(are)group with opposite mindset who didnt like much of this concept.If you imagine..first integrated vest had inflatable bag on shoulder,so if for whatever reason person endup unconscious it rolled hip automatically with face in the water=dead.Plus when the system got activated,it was impossible to duck dive once in safer situation.As with your link,Im sure they'll eventually develop this to perfection.
