Destination Wedding in Winter (Jan-March 2015)

I need help from you guys that get to travel all over the place. I'm getting married next winter and my fiance is nice enough to consider a kiting destination. Therefore I need to find a place that is both kiter and family friendly for our destination wedding. Looking to keep it on the cheaper side for family (<1500/person), all inclusive if possible, warm, and plenty of activities besides kiting to keep everyone else happy.

I been traveling in January for sometime now. got married in December so we always go to kite/family destination.
Costa Rica- very nice
Puerto Rico- very nice
Ecuador- great not so much wind now
Maui- great, more expensive
Dominicans and Mexico- be nice, I don't know about wind now
